Bug fix release : v2.1.7

Backend bug fixes
- swagger.json duplicate ids cleaned up
- IEC: added card policy actions
- nice err message, when sso tries to create a user with a already used email address

Frontend bugfixes:

- FormUpdateResource & FormUpdateIdentity domain, children is now a mandatory field
- saving of changed dates in card edit form is fixed
- corrected the fulfillment of domains in some forms for the select domain dialog.
